@Mexavier010 There's an old saying that Halloween is the devil's night. Here, Carman showed his videos such as "A Witch's Invitation", "Revival In The Land" and this video, "The Courtroom". All of them showed themes of evil which later been beaten the awesome power of God. And the message is clear, if you're a true believer, that God rules all days, even Halloween. And another thing: Carman was saying that we should praise and worship God on Halloween instead of the devil. Get it?

@Mexavier010 I think this is a live concert special on Halloween, 1998. The 3:16 is from Carman's album, MISSION 3:16, and from John 3:16. This was the alternative to Halloween.
